History:
Daniel Boyle founded Daniel Boyle Engineering (DBE) in 1980 after 17 years of experience at Boyle Engineering Corporation, a firm his father J. R. Lester Boyle started in 1946. Daniel Boyle retired in 2000, and today DBE is owned and operated by its Principals. Throughout our history, we have concentrated our expertise on water related projects and have consistently been a leader in the field. We offer a comprehensive array of engineering services for potable water, recycled water, wastewater, storm water and aquatic animal life support systems.

Principals:
Thomas B. Hooker, PE
President

Mr. Hooker has 38 years of experience in the planning and design of water, recycled water, wastewater and public works projects. Throughout his career he has been a detailed, hands-on engineer, working closely with his clients and taking a direct role in project execution. Mr. Hooker’s planning experience covers a wide array of civil engineering projects. He has developed computer software for master planning, participated in of hundreds of master plans; developed system mapping; performed special studies and assisted numerous agencies with the resolution of hydraulic problems. Mr. Hooker’s design experience includes hundreds of projects covering a wide range of water resource facilities, from small pipelines and pumping stations to regional transmission, collection and treatment systems.

Daniel G. Smith, PE
Managing Engineer - Carlsbad

Mr. Smith has 25 years of experience in the planning, design, construction management and overall project management for a wide range of water resource projects. His planning design responsibilities encompass evaluation and analysis studies, preparation of plans and specifications and preparation of cost projections for water, reclaimed water and sewer main designs related to new and replacement facilities, reservoir design and rehabilitation, booster pumping stations, and designs for other related facilities. Mr. Smith’s construction management duties include inspection and resident engineering functions such as review and approval of shop drawings, progress payments and change orders. Other construction management duties include project coordination between contractor and other interested project participants to assist with maintaining established project schedules.

Joseph L. Boyle, PE
Managing Engineer – Laguna Hills

Mr. Boyle’s qualifications include 21 years of experience in planning and design of water transmission, distribution and storage facilities and preparation of plans and specifications for water, sewer main, storm drain , and roadway design, as well as construction phase services. Mr. Boyle also has extensive experience in planning and design of public works projects including site development, grading and storm drain design, streets and highways. Additionally, he has been responsible for the design of over 50 miles of water and sewer pipelines, numerous pumping stations and reservoirs.
